Sánchez outlined several price relief measures, including removing the 20 cents per liter fuel tax and extending public transport subsidies by 30 percent through 2023 for all drivers. The support is applied immediately in all autonomous communities that have completed the process, with a 20 percent additional cut for local and regional authorities, resulting in a total user discount of 50 percent.

Announcement already made in Catalonia

Under this plan, regular travelers enjoy free travel across Spain and a 50 percent discount on Avant trains, along with half-price fares for long-distance bus journeys and repeats on Rodalies and Media Distancia services. An ongoing policy adds a minimum of 50 percent discount to regional transportation for the entire year 2023 and expands benefits for regional systems that previously qualified for discounts.

Transport users across the network can expect the same 50 percent discount pattern as seen in Catalonia, though with regional adaptations depending on local funding decisions.

In contrast to the prior four months when regions and municipalities could opt to fund an additional 20 percent discount, current arrangements require those charges to be funded centrally. The implication is a 50 percent total discount in all regions where the measure is applied, mirroring the approach seen in Catalonia and ensuring consistency across the system.

All transport in Madrid

Madrid’s transport card provides broad coverage, granting access to the entire regional network and extending to nearby areas. This includes metro lines, city buses, intercity routes, and commuter services, offering a unified fare solution for residents and visitors alike.

These are all the measures announced by Pedro Sánchez

Several regions have already taken action, including Galicia and the Basque Country, which urged the national government to extend the 50 percent reduction. Other areas like Madrid have indicated they will not extend the 50 percent cut unilaterally. Following the latest government update, financial support may continue to fund 30 percent of the reduction if a Community requests it.

During peak travel months, a broad coalition of local authorities and autonomous communities requested funding to finance the 30 percent discount on season tickets and multi-trip passes for public transport within their regions. The program has shown strong uptake, with funds increasing from initial allocations to substantial mid-year support for a broader shutdown of the fare burden for users across multiple modes of transport.
