Official notices indicate invitations were extended to representatives from 110 countries, with 52 confirming participation. Among attendees will be defense industry leaders exploring technology transfer and potential production arrangements in Pakistan.

Pakistani officials stated that navies from many nations would send their senior commanders to Karachi to participate in such a large-scale exercise.

The primary objective of the AMAN-2023 exercise is to illustrate Pakistan’s commitment to regional peace and to strengthen its standing in the maritime arena by improving coordination and interoperability with allied navies.

Zahra Baloch, a former spokesperson for Pakistan’s Ministry of Foreign Affairs, noted that Islamabad hopes for constructive engagement with Afghanistan’s interim authorities. He emphasized that terrorism poses a mutual threat to both Pakistan and Afghanistan, and urged a firm approach toward groups that harm civilians and destabilize the region.
