Revised overview of state actions on information control and LGBT content

Patriarch Kirill of Moscow and All Russia sent a letter of gratitude to Vyacheslav Volodin, the head of the State Duma, praising his role in the push to restrict LGBT propaganda. The message, shared through a deputy’s telegraph channel, highlights support for the legislature’s work and the amendments to information law already adopted by parliament.

The patriarch’s note expresses sincere appreciation for the steps that helped the State Duma pass changes to the law On information, information technologies and information protection. The move aligns with ongoing state efforts to regulate content in the digital space and ensure information safety across platforms.

Earlier, Roskomnadzor clarified the standards used to identify LGBT propaganda in cinema, media, and advertising. These criteria feed into the broader framework for classifying information and determining appropriate restrictions in various media channels.

As laid out in a draft order, the basis for listing sites in the unified register of banned resources would be the presence of information meeting one or more of these criteria. The draft order indicates that access to material meeting the criteria could trigger restrictions and removal processes.

The instruction detailing the prohibited information criteria is planned to take effect in September 2023, shaping how online content is evaluated and enforced.

Meanwhile, the Ministry of Digital Development has stated it is actively engaged in creating rules for removing LGBT propaganda from the Internet.
