The blocking mechanism was developed through cooperation among the participants of the anti-piracy declaration, including Roskomnadzor, the Media Communications Union, and rights holders. The system draws from the Joint Prohibited Materials Register and another registry where legitimate services provide links to pirated or infringing content. Earlier, the Ministry of Justice of the Russian Federation filed a lawsuit seeking formal recognition of an international social movement as an extremist organization and its ban within Russia.
