One man was identified as the ringleader by police. He had been released after the court proceedings and allegedly oversaw the negotiation of drug prices and the recruitment of distributors, including family members. The inquiry indicated he did not hesitate to use coercion or violence to reclaim money owed or to ensure compliance with his rules.

The head of the criminal organization is reported as the wife of another former member who was also released. Police accuse her of personally directing the sale of drugs to redistributors who later peddled them at retail hot spots within the city.

One clan controlled all cocaine entering the area and distributed it in Los Palmerales, while the other clan handled heroin. Police state that both clans share a criminal past and that most drugs were sold through the same outlets.

The police conducted ten searches, but the seizure of drugs was limited. Investigators note that the clans tend to minimize large stockpiles to reduce exposure in case of intervention. This strategy makes it harder to quantify total seizures but does not diminish the risk posed to the community.
