The dog breed assessment, as outlined by the Royal Canine Society of Spain, will be divided into two parts: an outdoor component and an urban component. The assessment will apply to large dog breeds, with the exact weight threshold yet to be determined.

Inside an outdoor setting, dogs will be required to complete seven different exercises. The tests include walking without pulling, and lying down with distractions for two minutes on turns, straight and paced trails.
Inside an urban environment, the assessment will comprise eight different exercises. It includes getting in and out of a car with a muzzle and leash, walking on a leash on the street, and interactions with other people.
Inside the course for dog ownership, the evaluation will determine whether a dog passes at least 11 of the tests. Dogs are deemed compliant or ineligible based on the results. If a dog does not pass, two additional opportunities are allowed, with a waiting period of at least two months before retrying.

The Animal Welfare Act also introduces other protections for pets. For example, keeping animals on terraces, balconies, roofs, warehouses, basements, or permanently inside vehicles is prohibited. Violating these rules is treated as a serious offense and may result in fines ranging from ten thousand to fifty thousand euros.
