IMICALI – Sanli Bar Association of Alicante (ICALI) Measurement Institute has long stood as a catalyst for resolving disputes through non-judicial channels, particularly mediation. With a decade of hands-on experience, ICALI has actively fostered agreements with both public and private bodies to promote the widespread adoption of mediation practices, often referred to by its English acronym, MAS. These efforts reflect a sustained commitment to accessible, efficient dispute resolution outside traditional courts.
Today, IMICALI maintains a robust cadre of mediators—numbering over 370—with eight distinct specialties. These areas cover civil and commercial matters, family issues, penitentiary concerns, bankruptcy, traffic disputes, complex organizational cases, contentious-administrative issues, and labor relations. In the past ten years, intra-judicial mediation was steered by IMICALI, culminating in the recent establishment of the Mediation Referral Service (SOM), which is supported by the Ministry of Justice and operates under the oversight of IMICALI professionals. This wealth of experience positions IMICALI as a leader in delivering efficient, agile, and cost-effective dispute resolution without resorting to court proceedings.
Procedural Efficiency Law
A recently approved Draft Law on the Procedural Efficiency of the Civil Service of Justice embodies a clear commitment to mediation as a first-line option. The measure argues that mediation can reduce litigation while promoting public participation in the justice system. It also seeks to relieve court caseloads by demanding a more efficient and sustainable service. The legislation acknowledges mediation as a practical tool alongside other mechanisms to streamline proceedings and improve access to justice for citizens across legal matters.
Education
The consolidation of MACS and the growth of mediation underscore the ongoing need for comprehensive training. Institutions like IMICALI offer specialized programs to deepen mediator expertise in areas such as civil, commercial, family, and bankruptcy mediation, as well as traffic and labor mediation. Alicante Bar Association, through its mediation institute, provides targeted courses that enhance professional standards and practical skills for practitioners operating within MACS frameworks.
