People who have walked the home-buying path know how many hurdles can pop up before they sign the dotted line and claim their future home. The journey begins with visiting many properties and continues through the mortgage process until those coveted keys are finally in hand.
Even though this is a condensed view of what home buying involves, every choice matters deeply and can shape a life for years. There is extra assistance to help manage the payments involved, and ICO guarantees exist to smooth the process.
A plan approved recently by the government in the Council of Ministers aims to assist 50,000 young buyers by expanding lending lines for individuals up to 35 years old and for households with dependents. To qualify, applicants must meet several requirements, with income limits serving as a primary hurdle. The arrangement allows beneficiaries to cover up to 20% of the total mortgage, the portion not funded by banks.
The prime minister explained at a rally the government’s intent: “We will put in place a 2.5 billion euro guarantee line to cover the down payment that makes it hard for young people and families to buy a home and obtain a mortgage.”
Requirements to Access ICO Loans
- Must be 35 years old or younger or part of a family with dependents.
- Annual income should not exceed €37,800.
- If the mortgage is requested by two people, together they cannot exceed the per-person limit of €37,800, i.e., €75,600 combined.
- Families with dependents can raise the cap to €2,520 per child.
- Single-parent families can increase the cap by up to 70%, to €64,000.
- The protected asset limit should not surpass €100,000.
What Are ICO Credits?
ICO credits are loans offered by the Official Credit Institute designed to stimulate economic activity and support businesses and self-employed workers. They come with favorable terms and competitive rates. The funds finance a range of sectors, including investment, liquidity, and sustainable projects. This form of financing plays a key role during economic downturns by backing loans that help the economy weather adverse conditions and promote growth.
People aiming to buy a home cannot apply for these loans directly at ICO. Instead, ICO enables funding through banks, which are the lenders for mortgage loans. To pursue ICO-backed financing, applicants should approach a bank and demonstrate steady, sufficient income for mortgage payments, no outstanding government debt, and available savings for the entry payment. Prospective borrowers should also be aware of several downsides linked to ICO credits.
Drawbacks of ICO Credits
Increase in the Total Amount Repaid
Even with state backing for 20% of the mortgage, that portion is not subsidized. The borrower must repay the entire loan, and interest is calculated on a higher principal, making the overall cost noticeably larger. In the long run, this can amount to thousands, or even tens of thousands, more euros.
Costs Associated with Purchase and the Mortgage
Even with an ICO guarantee, buyers typically cover about 10% of the costs tied to the purchase and mortgage origination, including taxes and often life insurance. It is essential that applicants have savings ready to meet these upfront expenses.
Tighter Bank Restrictions
Because the bank bears the risk, lenders may impose stricter conditions for approving ICO loans. This can show up as higher solvency requirements or more stringent borrower criteria.
