As explained on the SEPE website, those who have completed any of the unemployment benefits listed in Article 247 of TRLGSS as of 05/2018 and those who have exhausted this aid between 01/01/2018 and 03/2018, or who have long pauses in their benefit history, may qualify for this support. Those who have exhausted unemployment benefits, PREPARA, or Active Addition Income RAi and are registered as job seekers on 05/01/2018 can access this aid. The rules also cover people who fall into long pauses in their employment history.

In this framework, a person is considered long term unemployed if they have been registered as a job seeker for at least 360 days within the 18 months preceding the date of the benefit claim.

Requirements to qualify for extraordinary unemployment benefits

Beyond the general conditions, the SEPE site outlines several criteria that must be met. Below are the standard requirements, with notes that some groups may have additional rules if they exhausted unemployment benefits by 03/01/2018 and have been unemployed for an extended period. The general prerequisites are listed here:

  • Absence of unemployment protection through contribution or assistance levels.
  • Not being old enough to access pension options or related benefits.
  • Monthly income below 75 percent of the minimum interprofessional wage (SMI), excluding the pro rata portion of two extraordinary payments and proof of family responsibilities.
  • Involuntary stop after the last right has been exhausted following the most recent job.
  • Not having previously received the additional financial aid created within the Employment Activation Program (PAE).
  • On the date of the request, not working part time or having an active suspension of the employment contract.
  • Not having benefited from extraordinary unemployment benefits previously.

There is also a separate alert for renters: a significant policy change is in effect. This section highlights how the new rules impact housing costs and subsidies for those in need.

How long does the aid last and how much?

Regarding duration, the maximum period is 180 days and it cannot be claimed more than once.

Regarding the amount, the payment is set at 80 percent of IPREM, the Public Revenue Indicator of Multiple Impact, which is the benchmark used for these subsidies. IPREM is currently 600 euros per month and 7,200 euros per year.

One common question is whether someone can receive this aid while employed. The answer is yes, with some conditions. The benefit can be combined with part-time work, continuing to address income gaps and family responsibilities. In such cases, the portion corresponding to the time worked is deducted from the subsidy amount.
