Expanding Affordable Housing Through Sepes and Strategic Public Land Use

The Ministry of Transport, Mobility and Urban Agenda has signed new agreements to expand affordable rental housing. Through the State Land Organization Sepes, five additional residential plots have been identified, encompassing areas under pressure and zones facing demographic challenges or significant business activity.

The plots are sited in Basauri (Vizcaya), with the capacity to build 392 homes; Navalmoral de la Mata (Cáceres), delivering 120 homes; Sarria de Ter (Girona), providing 90; Bat (Tarragona), offering 20; and Pedrafita do Cebreiro (Lugo), with 12 homes.

To implement these five initiatives, Sepes signed cooperation agreements with the Junta de Extremadura and the Navalmoral de la Mata City Council, and with the Pedrafita do Cebreiro City Council in Lugo. In Catalonia, a protocol was formalized in Tarragona, along with another agreement covering Batea and the Girona Sarriá de Ter City Councils. These actions complement an agreement between Sepes and Basauri City Council that will enable the development of the La Basconia land area.

Before these signings, Sepes had compiled ten residential projects that would yield 15,323 homes across Malaga, Seville, Palma de Mallorca, Ibiza, Menorca, Madrid, Valencia, Ceuta and Melilla. The current plan raises the potential to promote 15,957 public housing units for affordable rental across these regions.

In addition, Pedro Sánchez announced to the Senate that Transport will develop another 20,000 homes in the near term. Taken together, this signals a longer-term goal where Sepes aims to place more than 36,000 flats into operation. The objective is to recover unused or obsolete public lands to support housing and urban planning policies, according to statements from the Ministry led by Raquel Sánchez.

Operations Camp

The most ambitious project managed by Sepes on Spanish soil is known as Operation Camp. This initiative centers on land owned by the Ministry of Defense, located in Madrid’s urban area, where former military barracks lay unused. Sepes’s mission is to transform this space into a new neighborhood featuring 10,700 rental homes, through urban development and modernization efforts.

As planning progressed, Madrid City Council and Sepes worked in tandem, while Transport has already reached an agreement with Defense to finance the project with 272 million euros. The Campamento site spans more than 2.03 million square meters, with Sepes currently owning around 12 percent of that area. The project represents a substantial step in increasing affordable housing stock while repurposing government land for community needs.

These efforts reflect a broader strategy to unlock underutilized public assets and channel them into high-quality, affordable homes. The collaborations across autonomous communities and city councils illustrate a coordinated approach to housing policy that prioritizes both affordability and urban renewal. The planned developments promise to bring new neighborhoods to life, stimulate local economies, and provide stable housing options for residents facing housing affordability challenges.

Through ongoing coordination with regional authorities and the central administration, the program aims to maintain momentum and transparency. Stakeholders emphasize that the housing actions are designed to align with long-term urban planning principles, ensuring sustainable growth and thoughtful integration into existing communities. The overarching goal is to deliver durable benefits to families, workers, and communities while improving the use of public lands for housing and urban development.
