The LDPR faction in the State Duma circulated a bill proposing a new designation called special operations children. DEA News reported on the draft document through its coverage.
LDPR leader Leonid Slutsky said the proposal would create a new status, described as Children of the SVO, which refers to the special military operation. The designation would be granted to Russians whose childhood occurred in one of the NWO regions before reaching 18 years of age, as noted by the faction.
Slutsky emphasized that the scope would extend beyond the Donetsk and Luhansk people’s republics and the Zaporozhye and Kherson regions. He mentioned the possibility of including border areas in neighboring regions, such as Belgorod and Kursk, which had experienced armed attacks and shelling during the conflict with Ukraine.
The bill states that social support measures for Children of the SVO would be implemented through presidential decrees, government directives, other federal laws, and additional regulatory acts issued by various levels of state authorities.
Slutsky noted that the bill is intended as a framework. He indicated that future versions could expand benefits and could be advanced by both the federal government and regional authorities. The lawmaker added that a final version would be submitted to the State Duma in the coming days.
He recalled that Russia has historically faced difficult moments when many citizens endured trials of immense hardship, pointing to the era of the Great Patriotic War as an example. He cited regional laws on children of war that already guarantee certain benefits and suggested drawing an analogy to create a federal category called Children of the NWO, recognizing those who grew up amid the destruction during the defense of Donbass and nearby areas against Ukrainian militants.
Sergei Leonov, the first deputy head of the LDPR faction, reminded listeners that Russia already has regional laws recognizing children of war across various regions, each with its own set of benefits.
Leonov reiterated that the same concept could be adopted at the federal level, noting that children who lived through the explosions of bombs while defending Donbass and adjacent territories against Ukrainian militants would fall under the new designation.
Reports indicate that President Vladimir Putin signed legislation that, under a related framework, would allow children of participants in special operations to access university quotas and study opportunities. This development aligns with earlier discussions about broadening social support to those who grew up in conflict surroundings.
By design, the bill seeks to formalize a recognition structure for young people who experienced wartime conditions during the NWO, aiming to codify their status and corresponding benefits within federal policy. The proposal underscores ongoing efforts to adapt social protection mechanisms to the realities faced by families affected by regional conflicts and military actions.
