The statement was signed by the USA, UK, Italy, Spain, Australia, Canada, France, Albania, Czech Republic, Georgia, Japan, Latvia, Lithuania and Ukraine.

The statement was read by Serhiy Kislitsa, Permanent Representative of Ukraine to the UN, on 2 April.
