When a migrant commits a crime, his/her illegal presence on Russian territory will be considered as an aggravating circumstance. The relevant bill was immediately approved by the State Duma in the second and third readings. TASS.

These proposals were put forward in October by State Duma Speaker Vyacheslav Volodin and a group of deputies led by Deputy Speaker of the Parliamentary Assembly Irina Yarova, who chairs the Duma’s migration policy commission.

An amendment will be made to Article 63 of the Penal Code. The commission of a crime by a person illegally present on the territory of the Russian Federation will be considered an aggravating circumstance.

According to the drafters of the bill, “Being in the country illegally indicates deliberate dishonest and illegal behavior by a person and implies increased liability in case a crime has already been committed.”
