The Russian Ministry of Transport has submitted a draft law proposing to register personal mobility devices (SIM), including electric scooters and electric bicycles. The document was published on: Portal regulatory legal arrangements.

It states that the SIM will need to be registered in the newly created federal register within ten days from the date of purchase, starting September 1, 2026. Owners of personal mobility devices will need to receive an analogue of the license plate number “registration card” and “registration tag” (QR code).

The document states that Russians who already have a SIM card must register it before March 1, 2027.

The ministry stressed that such innovations were made to “ensure the inevitability of punishment for violation of traffic rules” and increase road safety.
