Andrey Bulyga was born on October 13, 1968 in the village of Sarı-Özek, Kerbulak district of Kazakhstan. He graduated from the Ulyanovsk Higher Military Technical School in 1990, the Military Logistics and Transport Academy in 1999, and the Military Academy of the General Staff of the Russian Armed Forces in 2010. He served in the Department of Logistics and Logistics Planning and Coordination of the Ministry of Defense of the Russian Federation in the Western Group of Forces, Moscow, Far Eastern and Central Military Districts.
In 2018, Bulyga was appointed deputy commander of the Western Military District units in charge of logistics.
