Rosstat statistics do not take into account the physical depreciation of municipal infrastructure in Russia, but only its accounting. Sergei Kondratyev, an expert from the Institute of Energy and Finance, told socialbites.ca.
“Wear and tear are not always associated with the reliability of the equipment,” explains the expert. “A classic example: a boiler can be installed several months ago, but if there are violations during installation, it will fail in the first autumn-winter period.”
According to him, accidents in Russia are gradually decreasing despite increasing wear and tear, but large-scale breakdowns indicate systemic problems.
“Even such an accident is not an accident; many factors cause it. I think the heating industry is in a difficult situation now. Soviet reserves are already running out, and much more funds are required to update the infrastructure, especially in areas with high volumes of housing construction, and new objects are often simply connected to the old infrastructure,” Krokhin thinks.
