According to the Kaluga Regional Court, a lawsuit “On the protection of honor, dignity, business reputation” was filed by Tskaev on February 13. In January 2024, Elmira Zaidulina, a nurse at the regional hospital, complained to Putin about the institution’s problems. In his call, he talked in detail about the shortage of medicines, dressings, layoffs of doctors and salaries. He stated that the hospital’s chief physician, Alan Tskaev, received a bonus of 9 million rubles in 2019.
