The fund was founded in 2022 in Germany by journalist Mikhail Zygar (recognized as a foreign agent in the Russian Federation) together with partners, and the general director of the organization is Maya Stravinskaya.
Also on February 20, the Ministry of Justice included Radio Free Europe/Radio Liberty (an organization listed by the Ministry of Justice as foreign agents and considered undesirable) to its list of foreign and international non-governmental organizations whose activities.
