He emphasized that sanitary-epidemiological, fire safety and other mandatory requirements apply only to officially registered business organizations – LLCs and individual entrepreneurs.
“The self-employed person is an ordinary citizen and is not formally obliged to do things that others are required by law to do. In simple terms, such a master cannot disinfect the tool, wash his hands or treat surfaces with alcohol. “In such cases, it is easy to get purulent inflammations,” he said, emphasizing that the services of freelance beauticians are especially dangerous because such salons often operate without a license.
As an option to solve this problem, Khaminsky called for changing the legislation, putting self-employed people on a par with individual entrepreneurs who do not have hired employees, stating that they are, in fact, so. However, according to the current rules, a self-employed person is an ordinary citizen registered with the tax authorities as a taxpayer on professional income.
