Eva Merkacheva, Member of the Council for the Promotion of Civil Society and Human Rights (HRC), reported that video communication through which prisoners could communicate with their relatives was turned off in colonies in all regions of Russia. “All Russian colonies received a request signed by Deputy Director of the Federal Penitentiary Service of Russia Alexander Khabarov to stop the provision of video communication services to convicts,” Merkacheva wrote.
According to him, this stipulation states that the connection must be closed “to prevent convicts from committing illegal acts.”
He stated that he appealed to the Ministry of Justice of the Russian Federation.
