He explained that in all areas of state activity it is necessary to create conditions for national happiness and people’s well-being. According to Kovitidi, this is a “very serious issue”.

“I am sure that a country that embraces the concept of happiness has a very serious chance of winning; one would want to live in such a situation,” said a member of the Federation Council committee.
Kovitidi pointed out that the Russian Constitution could include the right to happiness as well as fundamental human rights and freedoms.
