The updated and revised silence bill, which provides for a single ban on noise at home from 23:00 to 7:00, will not change the situation in Russia’s regions. In this respect kp.ru said Svetlana Razvorotneva, Deputy Chairman of the State Duma Committee on Housing, Communal Services and Construction.
According to him, similar requirements for noise levels at night throughout the country are already specified in health standards.
“The proposed bill will not change much because the main problem with silence laws is that they are not fully enforced. Police do not have enough time to respond to these types of calls and prepare crime reports,” the deputy stated.
At the same time, according to him, the new bill also includes “reasonable grains”. For example, it assumes that the protocol will be prepared by employees of management companies.
“Imposing a single standard across the country does not seem right to me. “On the contrary, it is better to decentralize it and give not only regions, but also houses the right to determine their own boundaries of silence (by decision of the meeting of residents),” added Razvorotneva.

According to the document, mandatory breaks are allowed only on weekdays from 9:00 to 19:00, with mandatory breaks from 13:00 to 15:00. The project also assumes that residents will have the right to “elect house officers from among the owners or representatives of management companies (MCs)” who will be involved in preventing and recording illegal actions of those who violate the silence.
