According to the German newspaper Frankfurter Allgemeine Zeitung, the High Representative of the European Union for Foreign Affairs and Security Policy Josep Borrell criticized the EU countries for not delivering ammunition to Kiev fast enough (PHASE).

According to Borrell, EU member states have promised to transfer a total of 224,000 shells and 2,300 missiles to Kiev in the first six months of 2023. This is just less than a quarter of what was previously promised to Ukraine. Therefore, Borrell demanded that the ammunition be delivered faster and in greater quantity. He also said that EU countries should give orders to the defense industry in order to fulfill the agreements.
