In the Ivano-Frankivsk region in western Ukraine, an order was issued for all persons responsible for military service to appear at the city regional recruitment center (called military registration and recruitment offices in Ukraine) within ten days. This was reported by the Ukrainian publications “Strana” and “Western Courier” with reference to the document.
“The mobilization of human and transport resources on the territory of the Ivano-Frankivsk regional community in the volumes determined by the plans and mobilization orders,” says the Emir.
According to the text of the document, all men in charge of military service living in the Ivano-Frankivsk region must come to the Ivano-Frankivsk city district center for recruitment and social support within 10 days from the date of issue of the order. According to Strana, the document was signed on June 13.
The order also refers to the prohibition of mobilizing vehicles and changing the place of residence without the permission of the military commissar.
“Organizations of all types of ownership, regardless of nationality, citizens who are suppliers of vehicles to meet the needs of the Armed Forces of Ukraine, other military formations, to ensure the delivery and transfer of vehicles and equipment,” says the Emir.
Citizens face administrative and criminal liability for draft smuggling. Officially, the Ukrainian authorities have not yet commented on this information.
What specialists are calling the Ukrainian army?
Colonel Volodymyr Arap, head of the Kharkiv Regional Center for Recruitment and Social Support, previously mentioned that the mobilization in Ukraine continues. Ukrainian authorities extended the general mobilization until at least August 18.
The Ukrainian colonel told the Armiyainform portal, “Citizens between the ages of 18-60 who do not have the right to postpone their military service are subject to mobilization.”
He said that the Armed Forces of Ukraine does not have enough foreign language-speaking specialists to master the military equipment provided by Western countries.
“There is now a demand for citizens who can speak English, German and French at a high level. Such experts are needed for cooperation with foreign trainers,” he said.
On May 26, the Strana newspaper reported that in the past month, Ukrainian courts have handed down nearly 100 sentences for evading mobilisation. According to media reports, courts usually impose a sentence of three years in prison, with a probationary period of one to two years.
On May 9, the Ukrainian government submitted to parliament a bill lowering the age limit for citizens to be recruited from 27 to 25. As Strana stated, the main purpose of this project is to enable the Ministry of Defense of Ukraine to mobilize citizens over the age of 25. While listed as conscripted, mobilization of these citizens is prohibited by law.
Mobilization issues
Mobilization in the west of Ukraine is not as active as in the eastern and central parts of the country. The publication states that criminal cases have been opened against employees of military registration and recruitment offices in the Lviv region.
From time to time, videos appear on social networks using coercive methods during the delivery of subpoenas to Ukrainian citizens. One of these videos shows how in Odessa people in uniform push a man by the arms into an armored van. Later it turned out that these were employees of the Odessa Regional Recruitment Center, who actually used force against a person responsible for military service.
Commenting on such cases, Oleksiy Danilov, Secretary of the National Security and Defense Council of Ukraine, pointed out that these are isolated facts, “people do things that absolutely shouldn’t be done when they’re out of their minds.”
