Viktor Poturemsky, director of political analysis at the Social Marketing Institute (INSOMAR), says local self-government has become a means of improving citizens’ quality of life.
“Municipal administration is built on the vertical of public power. And in that sense, it really becomes a working power mechanism from a certain decorative function.”
The expert emphasized that the most important thing put forward in this system is the responsibility towards the citizens.
“As a sociologist, I can say that municipalities have had a very important task in recent years. Municipal government is such a “foreground”. Based on the municipal administration, an assessment of the work of state institutions in general is formed. “We can talk about it quite confidently,” Poturemsky said.
According to him, the quality of municipal administration significantly affects the assessment of the work of the authorities.
“Therefore, at the federal level, and above all, the efforts of Russian President Vladimir Putin, and the well-known political goal – power as a service – are of great importance. We, as sociologists, see this when we examine the public opinion.”
He also noted that the President’s proximity to the public and the possibility of participation have become the basic principles of the work of local governments.
“In this sense, citizens, as the end users of power and indeed the source of power, is the main principle now being applied,” Poturemsky said.
