At a meeting on April 11, the State Duma, at its third and final reading, passed a law that included the creation of a unified register for those responsible for military service, as well as introducing electronic summons. The document will enter into force after the approval of the Federation Council and the signature of the president.

According to the document, citizens who are subject to compulsory military service and have received a summons from the military registry and registry office are prohibited from leaving the Russian Federation. The measure will be valid from the moment the summons is received until the institution arrives.
The amendments also ensure that summonses are served not only in person against signature, but also by registered mail or electronically. In the latter case, the summons will be deemed to have been served “from the moment it is sent to the citizen’s personal account in the relevant information source in the information system”.
In addition, according to the changes made, if the summons is not sent by one of the methods specified, it is deemed to have been served after seven days have passed from the date it was placed in the summons book.
It is recommended to take restrictive measures against deserters who do not leave the military commissariats within 20 days of receiving the call:
– IP registration ban;
– the ban on obtaining self-employed status (opening of the “occupational income tax” regime);
– the possibility of registering real estate will be suspended;
– restriction of driving and prohibition of registration;
– a loan agreement or refusal to grant a loan.
Restrictions can be revoked within 24 hours from the moment the citizen appears in the military registration and registration office or from the verification of valid reasons for non-come. A notification about the removal of restrictions will also be sent to a citizen through the State Services portal.
The amendments also provide for the “creation of additional provisional measures to ensure that it is on the agenda of the military commissariat” at the level of subjects of the federation. They will have the opportunity to restrict citizens from receiving assistance, support measures and other choices.
According to the amendments, employers must notify their employees of agendas and provide an opportunity to be present at the military registration and supplies office. Employers must provide military commissioners with necessary information about their employees in order to keep military records. For non-military enlisted workers, the employer will need to notify the military commissariat and give such workers a referral for enrollment.
In addition, government authorities, law enforcement, the Central Election Commission, educational institutions and health organizations will be required to provide all necessary information for enrollment to the military registration and recruitment offices.
The text states that registration in the reserve of citizens, which must be in military records, can be made without a personal appearance in the military registry and enlistment office, based on information about citizens. Such a rule will not apply to citizens who are in military service, have military ranks, are in the reserve of the SVR and FSB.

Press Secretary of the President of Russia Dmitry Peskov noted that the changes are not related to the special operations in Ukraine and the new wave of mobilization. “There is no second wave,” he said. In his opinion, the draft law on the unified registration of persons responsible for military service is connected with the need to modernize the military registration system, and if citizens have questions about this, it is the responsibility of the authorities to clarify them.
“Actually, there are many questions: e-mail, how will it be, according to what. He writes about utilities, but they are not necessary. Therefore, there are really a lot of nuances here. “This work is absolutely necessary: we need to improve and modernize the military registration system,” he said.
According to him, this system needs to be digitized to make it “understandable, fast, informative and easy for all citizens”.
Peskov noted that the Kremlin does not think that the immediate discussion of a new bill on the ground of a special operation will cause panic and a new wave of immigration: “Because this is not about mobilization, it is about military registration, and this must be understood and explained.” .
The head of the State Duma Defense Committee, Andrei Kartapolov, explained the details of the document. According to him, the summons is deemed to have been given from the moment it is transferred to the personal account of the person responsible for military service. He noted that if the changes were passed, they would not apply to the current spring draft for military service, but would apply to all those responsible for military service in general. Kartapolov also noted that the changes had nothing to do with mobilization and, according to him, were not planned in Russia.
State Duma deputy Andrei Lugovoi, one of the authors of the bill, noted that “this is his problem” if a citizen for some reason does not see the agenda in the information source or does not have the opportunity to open it.
Maksut Shadayev, Head of the Ministry of Digital Development, urged the Russians not to worry and noted that the delete account button in the State Services has returned. The function disappeared in late March after the Department of Defense announced its plans to send electronic summons.
