The Ministry of Digital Development of the Russian Federation has submitted two draft laws tightening the procedure for working with Russian personal data to the State Duma Committee on Information Policy, IT and Communications for review. The newspaper writes about it “Kommersant”.

The first bill includes the introduction of endorsement penalties for organizations that leak information. The latter amends the Criminal Code of the Russian Federation and concerns citizens who commit illegal acts using personal data, including theft, online sale and distribution of personal data. The bills are expected to be considered by the State Duma in April.

Ashot Hovhannisyan, founder of DLBI, a service for intelligence and darknet monitoring of data leaks, said that criminal liability is unlikely to affect darknet traders, as anonymity reigns on such forums. According to him, increased criminal liability will affect the activities of insiders.
