The Russian government has developed a plan to resist illegal employment for 2025-2027. A document adopted by the Ministry of Labor and approved by the Triple Commission within the scope of Deputy Prime Minister Tatyana Golikova will replace the 2022-2024 previous program, reports RBC.
The plan includes 18 measures aimed at collecting data about non -working citizens of the working age, strengthening the control of illegal recruitment and preventing the substitution of employment contracts instead of civil law. Until July 2025, Rostrud will analyze the number and structure of this category (14.9 million people in 2023) and until March 2026, the Ministry of Labor will develop measures to include them in the economy.
“The main focus is for citizens who do not express the desire to work. There are 6 million students, 2.1 million retired and 1.6 million housewives,” Rosstat said.
