The Skopinsky District Court of the Ryazan Region sent Viktor Mokhov, known as the “Skopinsky maniac”, under house arrest for 1 month and 25 days, that is, until October 7. He is suspected of covering up the murder.

He was forbidden to leave the building in which he lived, to communicate with victims and defendants in the criminal case, as well as with witnesses, testifying witnesses and experts involved in the case.

New criminal case

Investigators learned that on August 2, Air Force Day, those gathered at the house near Mokhov held a drunken feast. Evgeny Polishchuk, 39-year-old acquaintance of Mokhov, quarreled with Shchukin. According to Telegram channel Baza, the “Skopin maniac” suggested that Schukin stole a goose from him, and then Polishchuk hit the “thief” in the neck with his elbow. He died.

The suspect moved the body to the courtyard of an abandoned house to hide the traces of the murder. Mokhov admitted that he helped the suspect drag and hide the body. Telegram channel “112” explains that the body of the deceased was carried in a blanket.

Interrogation and confession

On August 11, the Investigative Committee released a video of Mokhov’s interrogation. On the tape, the “Skopin maniac” admitted to helping cover up the traces of the murder.

Why wasn’t he detained?

Lawyer Vasily Vorobyov explained to socialbites.ca why the “Skopin maniac” was not sent to a pre-trial detention center after the murder in his home.

According to the expert, the decision to place Mokhov under house arrest may indicate that he may not face an actual prison sentence.

“Deprivation of liberty under such a clause is unlikely. That is, two years in prison, usually such punishments are conditional. But we have a man with a previous conviction, and given that this is a heterogeneous crime, it would be more dangerous if he had been previously convicted of murder. Often lawyers have such a practice: if a person is detained, they almost certainly face jail time. If a person is not going to go to actual prison, a restraining measure in the form of house arrest is envisaged, as in our case. The probability of trial and imprisonment is low, ”said Vorobyov.

At the same time, the lawyer noted that the case could be reclassified as a complicity clause. “Everything will depend on what the investigation will establish,” he said.

According to Vorobyov, house arrest helps to control and monitor a person’s whereabouts, while reliably limiting a person’s committing a crime without completely removing him from his usual circumstances.

“Given that he already had certain restrictions in the form of a ban on leaving the house at night, leaving the municipality in which he lived, most likely the court was inclined to the version of house arrest. House arrest is not the most difficult cases, probably at this stage [оснований] they do not have to say that he will be sent to jail, ”the lawyer said.

10 days of detention

On August 9, Mokhov received 10 days of administrative detention for non-compliance with administrative requirements – he did not spend the night in his house during night control, but after 22:00 he was forbidden to leave the house.

The man earned the nickname “Skopin maniac” for kidnapping two schoolgirls in 2000. The 14- and 17-year-old girls spent almost four years in their basement, constantly beaten and sexually abused. In captivity, one of the girls gave birth twice from Mokhov, but the offender took the children. The girls accidentally managed to convey a note on the cover of an audio tape to Mokhov’s tenant. They were released in May 2004.


Mokhov was sentenced to 17 years in a strict regime colony. He was released in 2021 after serving his full sentence.

He was detained for six years by court order. Meanwhile, he has to report to the police regularly, cannot attend mass events, cannot walk at night and cannot go out of the district without permission. In addition, the “Skopin maniac” was prohibited from communicating with journalists, including online, and visiting cafes. It is also forbidden to be closer than 100 meters to kindergartens, schools, children’s clinics and hospitals.

The court put the “Skopin freak” under house arrest. Suspected of covering up the murder, Viktor Mokhov will be placed under house arrest for a little less than two months. He confessed to helping a murder suspect hide the body in the yard of an abandoned house. Under the article on concealment of a crime, Mokhov could be sentenced to two years in prison. Earlier, Mokhov served almost 17 years in prison for kidnapping, raping and holding four years in the basement of two schoolgirls in 2000.
