He noted that the expansion of maternity capital to include the first child has to some extent stopped the birth of second and subsequent children in Russian families.
“Because 90 percent of cases show that maternity capital is spent on the purchase of housing. They invested money in housing by getting a certificate for their first child, and then they sat down and thought: We need to pay the mortgage, can we get the second one? And 5% decided that we could not do it, and the birth of second children decreased,” says Ostanina.
The deputy sees the introduction of a progressive scale of maternity capital as a way out of the situation, which Ostanina calls “an ill-conceived decision of the authorities” – with the birth of each subsequent child, payments will increase by 25%.
