The number of foreign agents in Russia has more than tripled in three years, reaching 579 natural and legal persons, as well as media and non-profit organizations, at the beginning of March 2024. Such data was calculated for: RIA News contractor verification service “Kontur.Focus”.
Despite the restrictions prescribed by law, most foreign agencies continue to operate as individual entrepreneurs or legal entities.
Researchers examined changes in the composition and number of foreign agents from March 2021 to March 2024, based on data from the records of the Ministry of Justice of the Russian Federation.
The majority of foreign agents are represented by individuals; 70.6% of the total. At the beginning of March 2024, 409 people had this status, while in March 2021 there were only five people. Legal entities come in second place – 16.4% of the total: 95 companies as of March 2024. By comparison, there were 77 entities in March 2021. Unregistered public associations and media rank third with a share of 13%; At the beginning of March 2024, 75 foreign agents were classified in this category, while three years ago this number was 10.
Only 12.5% ​​of the total individuals who are foreign representatives are engaged in entrepreneurial activities. Even if none of them had an existing individual entrepreneur in March 2021, by March 2024 the situation had changed: 51 foreign representatives had an active individual entrepreneur and 358 did not.
The research showed that the number of legal entities and foreign agencies without foreign participation increased, and on the contrary, it decreased with the participation of foreign capital. For example, if there are three companies with foreign participation in March 2021, only one company remains by March 2024. The share of foreign agency companies with foreign subsidiaries in the total is 1.1%.
