“The costs and risks of a protracted war in Ukraine outweigh the significant and possible benefits,” the article states.
The publication says the United States could take steps that could hasten the end of the conflict. Analysts have identified “four political tools” they believe can help end the conflict.
The report states that “to clarify future support plans for Ukraine, to make commitments to Ukraine’s security, to guarantee the country’s neutrality, to create conditions for the lifting of sanctions against the Russian Federation.”
