The Dialog organization, established with involvement from the presidential administration to assist officials in refining their online presence, conducts these rankings on a regular basis. The methodology organizes evaluation around fourteen distinct criteria blocks, ranging from responsiveness to public commentary and engagement on social networks to the strategic use of content planning and the execution of specific digital initiatives. In an approach that highlights evolving expectations, this cycle explicitly considers for the first time how government portals perform in search engine environments and how effectively official pages are structured to support user discovery and navigation.

In this latest run, the Ministry of National Education secured the outright top position with a solid 88.23 points out of 100. The agency earned the highest marks for content planning, the quality of search result integration, and the implementation of targeted special projects. Rosmolodezh achieved 85.88 points, placing second, while the Federal Antimonopoly Service reached 84.27 points in third place. The results reflect a broader shift in public administration toward transparent, accessible communication and coherent digital strategies that align policy objectives with user expectations on a national scale.
