The style of such posters is similar to notifications from antispam services. So a person who sees such a poster may think that the antispam service is warning him about the importance of calling.
Yandex had already reported this problem to Apple and offered a solution. The Russian IT company believes that Apple should allow posters to be displayed only for contacts that the user has written in his phone book.
