The Ministry of Digital Development plans to tighten the criteria for software inclusion in the domestic software registry. As a new requirement, software adaptation for at least two Russian operating systems (OS) and one domestic processor from the Ministry of Industry and Trade registry is under consideration. This was reported by the publication “Kommersant”.

The ministry has already drafted an amendment and plans to include it in the decision governing the inclusion of programs in the domestic software registry. The document has been sent to specialist companies for reconsideration since it was first discussed in July 2023.

According to Kommersant, the Ministry of Digital Development expects to approve the new standards as early as 2023. However, they will come into effect gradually in 2024.

The Ministry of Industry and Trade stated that the new requirements of the Ministry of Digital Development are fully in line with the development strategy of Russian microelectronics.

Software developers’ opinions were divided. For example, Only CEO Kirill Vladimirov believes that software development for Russian processors and operating systems is very costly – some players may refuse to include their products in the local software registry, or even get out of there. In turn, Nikolai Komlev, head of the council of the Russian Federation Chamber of Commerce and Industry, responsible for the development of the digital economy, said that in exchange for an additional burden, developers will get access to public tenders and tax preferences.
