The government plans to force computer vendors to boot Russian operating systems as a secondary system. In this respect informs “Kommersant”, referring to the draft decision of the Ministry of Digital Development.
Now imported computers come with foreign operating systems such as Windows. Sellers may refuse to pre-install Russian software, citing lack of authorization. But lawyers say they will be liable for breaches of terms under the new rules and their property could be confiscated.
According to Alexei Smirnov, chairman of the board of directors of Basalt SPO, such a measure will help combat fake deliveries of devices with illegal Windows that do not receive security updates. However, RATEK representative Anton Guskov believes that mandatory pre-installation of Russian operating systems will lead to increased product costs and technical problems.
In November 2022, the Ministry of Digital Development identified three native operating systems that could be used for pre-installation: Astra Linux, Viola and Red OS. They are all based on Linux.
