The State Duma Health Committee determined the conditions under which mention of drugs is allowed in various branches of art, such as literature, cinema, TV series and music. Such changes were made in the second reading of the bill banning drug propaganda.
The bill proposed by the Russian government was accepted by the State Duma in the first reading in May 2023. Its aim is to prohibit the cultivation of narcotic plants, as well as the promotion of illegal trade and consumption of narcotic drugs, psychotropic substances and their analogues.
According to the amendments, the distribution of works containing information about drugs in public speeches, in the media, on the Internet and during public demonstrations is allowed only in case of notification of administrative and criminal liability for illegal trade in drugs, psychotropic substances and their precursors. as well as the illegal cultivation of narcotic plants.
These works must also include information on mental disorders, behavioral disorders, and other diseases resulting from illicit drug use. However, it should not contain information about how the drugs are produced or used, where they were purchased or grown.
Amendments to the bill were developed jointly with the Russian Ministry of Internal Affairs, the legal department of the State Duma and the apparatus of the health committee.
