The cause of the problem was media reports in which the Deputy Minister of Culture of Russia Alla Manilova announced the preparation of a bill on the issuance of compulsory licenses to foreign film production products. Allegedly, the statement was made during the State Duma’s submission of a bill on the complete prohibition of sound and video recording of films or their parts in the cinema.

As explained in the ministry, Manilova noted in her speech that the department was aware of the discussions on compulsory licensing and that the relevant unit of the department was involved in these discussions.

“When a solution is found, the Ministry of Culture will definitely be ready to work on the relevant draft law. But at the moment we are not talking about the procedure for developing the relevant bill,” he said.

Previously at the Ministry of Culture approvedhe said that the department of museums and foreign relations sent a letter to the director of the Tretyakov Gallery, upon a complaint by one of the visitors, requesting a report on the compliance of the permanent exhibitions and exhibitions of the museum with spiritual and spiritual values.
