The Bank of Russia has lodged a legal complaint with the Moscow Arbitration Court against QIWI Bank JSC, according to a report from TASS.

The filing was submitted to the Central Federal District by the Bank of Russia’s Main Directorate on March 14, 2023. The defendant named in the case is QIWI Bank JSC, with no further details released at this time.

Prior to this action, the bank’s interim management, supported by the Deposit Insurance Agency, filed a separate lawsuit against the bank’s owners — QIWI JSC, Fusion Factor Fintech Limited from Hong Kong, and Qiwi plc. The upcoming hearing in that matter is scheduled for April 16.

In early March, the Federal Security Service began an inquiry into QIWI Bank regarding the potential transfer of funds abroad. Concurrently, the Central Bank’s earlier investigation did not indicate any theft of funds from customer wallets.

On February 21, the Central Bank revoked QIWI Bank’s license, and the following day QIWI Bank and the Contact payment system were removed from the register of payment system operators.

Previously, there were several instances of monthly money transfers from Russia to Georgia, with multiple transactions occurring during that period.
