Depositors whose banks have entered bankruptcy in Russia will now be able to submit requests for insurance payments remotely to the Deposit Insurance Agency (DIA), including via the Gosuslugi portal, and receive their funds directly onto a Mir card. The new provisions, affecting how insurance compensation is claimed, took effect on March 19, according to RIA Novosti.

The legislative change granting bank customers the right to apply remotely for DIA deposit insurance was enacted in March 2023. Prior to these provisions, depositors were required to visit a DIA office or an authorized agent bank in person, presenting a passport along with a standard set of documents and forms to reclaim their deposits.

On March 15, the DIA reported that deposits at QIWI Bank amounted to 3.26 billion rubles, representing roughly 75% of the bank’s insured liabilities. The situation highlighted the ongoing process of handling insured deposits amid bank restructuring and regulatory responses. (RIA Novosti)

Earlier, QIWI Bank faced a license suspension, prompted by a large number of violations identified by the Central Bank of the Russian Federation. The event occurred in the wake of the sale of Qiwi’s business operations in Russia, which was completed shortly after the regulatory actions. (Central Bank of Russia; market briefings)

On March 4, the Moscow Zamoskvoretsky Court sentenced Alexey Khotin, the former owner of the bankrupt Ugra Bank, to nine years in a general regime penal colony. The ruling reflected continued enforcement actions tied to past banking failures and related governance concerns. (Court press releases)

In another regulatory move, the Bank of Russia revoked the banking license of the institution Hephaestus Bank, reinforcing the central bank’s ongoing oversight and commitment to financial stability. The decision followed a review of the bank’s operations and compliance. (Bank of Russia announcements)
