“Supporting all this is stupid and strange”: the National Bank proposes to block transfers from 10 thousand rubles

The Bank of Russia rejected the idea of ​​anti-fraud experts to introduce additional approval and identification for transfers in excess of 10 thousand rubles. The Central Bank representative said the regulator had previously set requirements for ID, SMS passwords and PIN codes.

“Given that social engineering methods remain the main tool of attackers, citizens confirm money transfers even if it is misguided, even if there is a mechanism for verifying a banking operation,” said the representative of the Central Bank of Russia.

Therefore, the Central Bank, in response, proposed to consider the possibility of returning funds to citizens, even if fraudsters use social engineering methods. For this, a draft law was prepared with the participation of the regulator.

It provides for the introduction of a two-day “waiting period” – that is, the sender can cancel the transfer to his account of alleged scams and scams within two days.

At the meeting of the expert council for the protection of the rights of consumers of financial services at the National Bank, experts proposed freezing transfers of more than 10 thousand rubles. According to the news of Izvestia newspaper, in interim and dynamic escrow accounts.

Such a measure, in their opinion, will protect customers from taking loans without their knowledge. To freeze the account, it is necessary to enter a PIN code or pass the additional ID.

At the same time, the majority of the members of the expert council supported the initiative to limit transfers. However, Alexei Voylukov, vice-president of the Banks Association of Russia, believes that this measure “will create additional difficulties for banks and customers, since the current amount is 10 thousand rubles.” Some experts also suggested that the restriction is quite applicable for the online space and in the presence of “party trust”.

In Russia, now when transferring money through an Internet bank or application, you need to enter a one-time code – four or six digits. Scammers try to find exactly this code while processing the victim with social engineering methods.

“This is not even an attempt”

The National Bank does not support a mechanism for freezing citizens’ bank transfers from 10 thousand rubles. to fight scammers, regulatory representative Danis Yumabaev told socialbites.ca.

“What is being discussed in the media today consists of the individual statements of the experts of the Central Bank Financial Services Consumer Protection Board. It includes various personalities who meet periodically to discuss various topics and present their ideas. Naturally, what is said today about blocking transfers of 10 thousand rubles or more – we do not support this. We believe it is stupid and awkward to support all this,” Yumabaev stressed.

He added that the freezing mechanism transferred 10 thousand rubles. It cannot even be considered as an initiative.

“The experts just met and discussed anti-fraud issues. So it’s not even an attempt. Parallel to this, the Central Bank has its own measures. Some passed the first reading, others are in the approval phase,” Yumabaev summarized.
