The expert also touched upon the problem of a shortage of qualified personnel in Russia. He stressed that a specialist needs not only money, but also sense. As an example, he cited the first years after the Great Patriotic War, when entire sectors of the economy were created in the shortest possible time.

“There was a general image of the future. And people who took an active part in this development understood that perhaps not they, but their children, would live in a bright future,” the professor concluded.
