A group of deputies of the State Duma of the Russian Federation, led by Leonid Slutsky, has prepared a bill to increase the personal income tax (NDFL) for immigrants to 30%, the newspaper reported “News” with a link to the document.
Its text states that the main concept of the initiative is the need to revise the basic parameters of the tax system in relation to citizens of other countries. According to the parliamentarians, this will increase the federal budget revenues for the implementation of large-scale projects in the economic and social spheres.
As the project authors note, in 2022, 2,164.6 thousand foreigners were issued work permits in the Russian Federation. Of these, 2,035 thousand had a valid patent for labor activity. The document emphasizes, citing Rosstat data, that by the end of next year these indicators were approximately the same.
The deputies also drew attention to the fact that a tax rate of 30% is now provided for all income of persons who are not tax residents of the Russian Federation. However, this does not apply to migrants employed on a patent basis.
The lawmakers suggested fixing this by stating, “The tax rate for these incomes is determined according to a progressive taxation scale.”
The draft is expected to be sent to the country’s cabinet for approval on August 5. Commenting on the situation, Slutsky expressed confidence that the income from foreign experts should be used for the Russian Federation budget.
Previously, Russian President Vladimir Putin requested increase the amount of personal income tax withholding for citizens undergoing medical examination.
