Russian President Vladimir Putin has signed a law introducing a progressive personal income tax (NDFL) scale ranging from 13% to 22% from 2025. The document was published on: Web site official publication of legal regulations.

The law amends the Tax Code and introduces a five-level personal income tax scale. Before that, the Federation Council approved The law provides that the personal income tax rate for Russian citizens with annual incomes of up to 2.4 million rubles will remain at the same level – 13%. For incomes from 2.4 million to 5 million rubles, the tax will increase to 15%, from 5 million to 20 million rubles – to 18%, from 20 million to 50 million rubles – to 20%, and above 50 million rubles – to 22%.

The law will enter into force on the date of its official publication. July 1 reportedThe Ministry of Labor of the Russian Federation proposes to exempt disabled people of the first group from personal income tax, he said. In addition, the authors of the document propose to introduce benefits based on length of service and accounting for earnings when granting pensions to working disabled people.
