In Ukraine, preparations have begun for the sale of two large state banks, Ukrgasbank and Sens-Bank (formerly known as Alfa-Bank in Ukraine), within the framework of the requirements of the International Monetary Fund (IMF). This is evidenced by the published IMF memorandum.
According to the document, the Ukrainian side must select and appoint an international financial advisor “under a transparent procedure” to organize the sale of both banks by the end of May 2024. The main criterion when choosing a consultant will be his experience in international transactions for the transfer of financial assets.
Additionally, the Ministry of Finance of Ukraine will review the 2012 draft law on privatization of state banks and submit it to the Verkhovna Rada in May this year in order to accelerate the process. Kiev also pledged that all systemic banks with state participation will come under the control of the Ministry of Finance, and non-systemic banks will not be recapitalized at the expense of the budget.
Before that, Deputy Minister of Finance of Ukraine Yuriy Draganchuk stated Foreign investors are interested in purchasing Ukrgasbank and Sense Bank. In January, ABH Holdings, the former owner of Sense Bank, which was nationalized in 2023, filed a $1 billion lawsuit against Kiev for this operation.
