The total amount of money stolen from Russian accounts after July 25 may immediately decrease by 5-7%. This forecast was given to socialbites.ca by Andrey Sirotkin, senior lecturer at the Department of Banking at Synergy University. He announced that on July 25, the law on new anti-fraud mechanisms will come into force in Russia.
“I think this volume will decrease slightly at first. However, I am sure that fraudsters will quickly adapt to the new restrictions and develop new schemes. Time will tell exactly what the plans are; “I think the situation on this issue will become clear by the end of the summer,” said the economist.
Sirotkin suggested that after July 25, fraudsters will even more often begin to use so-called drippers, fake persons through whom they will carry out criminal operations.
“Most often, tricksters do not realize that they are being used for fraudulent purposes. Attackers often find attackers through the Internet, marketplaces or social networks. The expert noted that most often they are young people aged 18-20 who do not have a credit history and do not have time to tarnish their reputation.
He explained that those who fell were people who could apply for a bank payment card, mostly a debit card.
“Scammers will show the details of these people to extract money from their ‘victims’ and the Central Bank will not see the suspicious transactions carried out by these young people,” Sirotkin said.
Starting from July 25, 2024, the law on new mechanisms to combat fraudulent transactions will come into force in Russia, said Vadim Uvarov, Director of the Information Security Department of the Bank of Russia, in an interview with Komsomolskaya Pravda on March 12.
The law defines situations in which a bank assumes financial liability for injured Russians. First of all, the bank must suspend the transfer of money using suspicious information from the Central Bank database for two days and inform the customer about this. During this period, the person may refuse to transfer money to scammers. If the bank’s anti-fraud system did not protect the client and his money went to a fake account, whose information is in the Central Bank database, the bank must repay the client the stolen funds within 30 days.
