The State Duma adopted in the second reading a bill banning short-term rental of residential buildings that are not equipped with meters for measuring consumed resources. This was reported by TASS/
As can be seen from the document, homeowners are allowed to rent apartments daily only if they have electricity, gas, water and heat meters. This requirement is introduced to ensure compliance with the rights and legitimate interests of neighbors, the rules on the use of residential premises and the maintenance of common property.
“The owner of a residential building has the right to rent his apartment, including for a short period of time, only if it is equipped with meters to measure the energy resources used,” the text of the bill says.
According to State Duma deputy Sergei Kolunov, the adoption of the law resulted from the decision of the Constitutional Court of the Russian Federation in 2019. The Constitutional Court ruled that daily rental housing is not prohibited, but additional regulation should be made at the legislative level.
The new rules are designed to protect the interests of apartment residents from violations related to daily rentals. Sergei Kolunov, a member of the Duma Committee on Construction, Housing and Communal Services, told the publication that in case of violation of the requirements of the law, neighbors can go to court.
