The Federal Antimonopoly Service (FAS) proposes to allow grid companies to include the debts of bankrupt guarantee suppliers (GS) in their electricity transmission tariffs. According to the publication, a significant amount of overdue debts to Rosseti falls on Tver, Arkhangelsk, Vologda regions and Tuva. The FAS change will also allow the energy holding to compensate for the debts of its subsidiaries that previously carried out sales activities in the North Caucasus.
Rosseti believes that it is right to solve the debt problem of bankrupt SOEs that has accumulated in the sector for years.
“In fact, these funds were supposed to be used for the maintenance and development of electricity networks, but were removed from circulation through fraudulent sales,” an unnamed company employee told the publication.
FAS clarified that approved costs of networks for compensation of SOE debts can be included in the closed list of depreciation expenses and additionally excluded from the required gross income in subsequent periods.
But the Energy Consumers Community opposes this, saying such debts arise “as a result of regulator and grid company oversight”. They believe consumers “should not pay again,” the publication said.
