The Accounting Chamber of the Russian Federation considers it appropriate to synchronize the implementation of government programs in the fields of improvement, housing and communal services. Trunova noted that the total cost of housing construction and infrastructure within the framework of various state programs is 900 billion rubles. Regions receive a maximum of 12 interbudgetary transfers for these purposes. According to the Accounts Chamber, joint implementation of these programs has significant potential for budget savings.
As a solution, Trunova proposed unifying subsidies and increasing the independence of regions in carrying out work, while maintaining control over the achievement of target indicators by federal ministries.
