The Russian government has submitted to the State Duma a bill on closed procurement of goods, works and services for Roscosmos and some other state companies. The relevant invoice was published on: Web site State Duma.
The purpose of the measure is to limit third parties’ access to information regarding purchases of state companies. Relevant amendments will be made to the law “On the contract system in the field of procurement of goods, works and services to meet state and municipal needs”.
The effect of the bill will extend to customers who are federal executive authorities performing the functions of developing and implementing state policy in the field of defense, state security, state administration in the field of ensuring the security of the Russian Federation. Field of activity of the National Guard troops of the Russian Federation, their subordinate state institutions, state unitary enterprises, as well as the State Space Activities Agency “Roscosmos”.
